Stillwater City Council Promotes Brady Moore as the New City Manager

Stillwater City Council voted unanimously to promote Brady Moore as the new City Manager; he has served as interim for the past several months and was appointed as Deputy City Manager in December 2023.
“Brady has demonstrated creative leadership, bold management and incredible passion for Stillwater in his time at the City. He has developed strong relationships and handled complex projects with thoughtfulness and care, and I am excited for what he will accomplish as our next City Manager,” Mayor Will Joyce said.
City Manager Moore brings more than a decade of experience in economic development, organizational leadership, engineering, and day-to-day operations while driving positive change.
“I’m honored by the City Council’s support to select me as City Manager. My heart is in serving this City that my family and I love,” City Manager Brady Moore said. “We have such a great team here at the City of Stillwater, and I’m excited for our continued commitment to provide quality service while building relationships within our community.”
Moore has carried the gauntlet on many recent initiatives, including the Data Center Project, execution of multiple Tax Increment Financing (TIF) projects such as Stonecloud Brewing Company and Hatch Early Mood Food, and ensured the hope of having a safe, multimodal travel-way through Stillwater became a reality with Rails to Trails.
“I’m excited about this next chapter in Stillwater. Brady is the right leader at the right time, and we have full faith in his ability to continue fostering innovation for the betterment of our community,” Councilor Kevin Clark said.
Prior to joining the City, Moore was a local business owner in Downtown Stillwater. He has been a longtime advocate for creating relationships and leveraging partnerships to improve economic growth and quality of life opportunities. That mindset remained during his time at the City.
“Brady has always exhibited the leadership qualities needed for this position,” OSU Senior Vice President for System Affairs Kyle Wray said. “Furthermore, he has a love for Stillwater which is apparent for how he does his job. I’m happy for him [upon the promotion] but I’m most happy for Stillwater with him at the helm.”
Moore was part of developing “Together, Investing in Municipal Excellence” (T.I.M.E.), a capital improvement program for Stillwater, like Oklahoma City’s MAPS. This paved the way for Stillwater voters to determine community needs and funding streams through propositions. Voters have approved a new Fire Station #2 (20-year bond of $9 million), Transportation Sales Tax (half-cent increase to total one cent dedicated for transportation projects), and a Visitor Sales Tax increase (from 4% to 7%, first increase since 1985).
“Throughout the past few years, it has been exciting to collaborate with Brady on multiple projects for Stillwater’s residents and visitors,” Visit Stillwater President and CEO Cristy Morrison said. “We have been able to develop new economic and quality of life opportunities such as ballfields, parks and community spaces while preserving and enhancing existing assets. He is an innovative leader who continuously thinks of ways to improve and help Stillwater.”
Moore was originally hired as the City’s Chief Performance Innovation Officer in October 2020 and was promoted to Assistant City Manager under former City Manager Norman McNickle. Upon McNickle’s retirement, Moore served in the interim position, then later promoted to Deputy City Manager.
During his time serving as Chief Performance Innovation Officer and Assistant City Manager, Brady worked with then Vice Mayor Alane Zannotti on several economic development projects and has continued that collaboration since her inception as Stillwater Chamber’s President.
“Since Brady Moore began working for the City of Stillwater, he has been able to foster a collaborative culture among City staff, elected officials and the community. As the City Manager, we can be excited for his visionary leadership, aligning resources with priorities and the ability to tackle complex challenges with transparency and decisive action. He is exactly what our community needs in this position,” Stillwater Chamber of Commerce President and CEO Zannotti said.
Councilor Kevin Clark made the motion to promote Brady Moore as the City Manager upon return from Executive Session with Councilor Christie Hawkins seconding; the motion passed 5-0. The City Attorney was directed by Mayor Joyce to negotiate an employment contract.
